The Certificate Program in Trade Policy and Commercial Diplomacy offers practical insights into the real world of international trade, helping professionals build a solid foundation in both trade theory and trade practice. Recognizing that people learn best by putting concepts into action, the Certificate Program not only studies international trade policy issues and WTO structures, but also engages participants in scenarios taken directly from real life. Why it's Valuable
The CTPL Certificate Program gives trade professionals the knowledge and skills they need—to increase their effectiveness at work, to access new career opportunities, and to accomplish more on behalf of their countries. Incorporating a variety of real-world case studies, the Certificate Program is both current and comprehensive. Participants gain experience working within WTO frameworks to establish and interpret international trade policy; virtually every training module includes one or more practical components.
Since 1989, CTPL trainers have worked with trade policy professionals in more than 40 countries. This experience is brought into class discussions and case studies, and informs the overall design and approach of the Certificate Program.
What You'll Learn
Objectives of the Program:
This Program is a three-week long Certificate in Trade Policy and Commercial Diplomacy, which explores the fundamentals in trade policy formulation, trade negotiation strategy, and public advocacy. The Program covers the full scope of commercial diplomacy, including:
• The WTO and key regional trade agreements
• International trade commitments and implementation
• Trade negotiation skills
• Public advocacy
• Forming domestic coalitions
• Critical trade policy issues such as: intellectual property, services, environment, labour, and competition policy
Course participants will learn how to:
• Construct a coherent and politically saleable trade policy
• Build and sustain a consensus for trade policy objectives
• Communicate with domestic and foreign audiences
• Negotiate trade agreements
Audience: This course is designed for professionals working in all trade-related government ministries as well as those working on trade or trade-related policy issues. Professionals involved in public consultations and public advocacy may also be interested. Individuals who are pursuing a position requiring trade knowledge, improving their negotiation skills, and generally interested in refining their trade knowledge may also apply.

Week 1: CTPL Certificate in Strategic Trade Policy
Program Objective:
This is an advanced and policy-oriented course that focuses on practical trade policy formulation and decision making.
Course participants will learn how to:
• Construct a coherent and politically saleable trade policy
• Interpret and understand trade policy economics
• Build and sustain a consensus for trade policy objectives
• Communicate with domestic and foreign audiences
Audience: This course is designed for middle and senior managers in government, the private sector, labour unions, non-governmental organizations, and other experts interested in trade policy issues.

Week 2: CTPL Certificate in Advanced Negotiating Skills
Program Objective:
This is a practical course on negotiations skills training which provides hands-on experience through the simulation of an actual international trade negotiation being conducted between trading partners. The upcoming Canada-EU Comprehensive Economic Agreement will form the basis of the negotiation simulation.
Course participants will learn how to:
• Employ strategic planning techniques and apply various bargaining strategies and skills
• Understand the strategic implications of defined party interests and non-agreement alternatives
• Adapt to various strategies and responses of other negotiators
Audience: This course is designed for individuals interested in improving their negotiating skills, professionals involved in public consultations and public advocacy, professionals who are working on the Canada-EU Comprehensive Economic Agreement, and professionals working for or with government trade-related ministries. Individuals interested in improving their general trade knowledge and trade-related policy issues may also apply.

• Determine appropriate trade policy responses for the achievement of broader social and economic development objectives
• Anticipate, plan and implement effective strategies to promote a country’s trade and development objectives
Audience: Representatives from government, NGOs, the private sector, and individual consultants who are engaged directly in their professional work on trade and development issues.
