Although not often thought of in such terms, the Canada-United States Free Trade Agreement was conceived in large part as a mechanism for managing trade and economic relations between the two countries. As such it reflected a changing appreciation of the nature of that relationship and of the tools required to manage it. This paper concentrates on the background to the decision to seek an im-proved way to manage bilateral relations, and on the FTA's impact as a tool for managing Canada-US trade and economic relations.
